We reproduce below an information of Reuter about the creation of a "Delegation to the victims" announced by Nicolas Sarkozy, French Interior secretary, to help the victims of the agressions.

At the same time, as the fact that Nicolas Sarkozy is going to materialize in France, is it desirable to create on the international plan a comparable body ? A body comparable to the International Penal Court, a " Delegation to the victims », to help the physical persons or the peoples, the victims of a power manifestly bloodthirsty and totalitarian like in current Cambodia for example. In light, we would like that the UN also creates a " Delegation to the victims » on the international plan, to defend the victims, the physical person or the people, against the recognized criminals and the recidivists as the marionette Hun Sen for example.

On the other hand, is it acceptable that a major power as Japan, the second economic power of the world, openly comes to beg and to buy the voice of the puppet and the criminal Hun Sen, in its dirty operations to be elected as permanent member to the UN Security Council ? Cambodians struggle against the corruption and the dictatorship with the helps of some international personalities. Why can the international community close eyes, mouth and ears when Japan, comes, openly, to corrupt in Phnom Penh, to obtain from the criminal and the notorious recidivist, a vote at the UN ? Why, since Akashi, Japan continues to prostrate and bow down in flat stomach in front of the criminal and the fantoche Hun Sen in Cambodia after 14 years back ? Would other major powers, as Germany, India and Brazil agree to sit as Permanent Members in the Security Council with voices as that of the criminal and the recidivist Hun Sen? Then where is the honor of the UN ? And where is the honor of these major powers ? Where is the morality ? Can we close eyes, mouth and ears, infinitely on the rights of the Cambodians to have knowledge, health, prosperity, democracy and freedom ? Until when, major powers continue to impose the bloodthirsty and dictatorial regime of the marionette Hun Sen on the Cambodian people ?

Let us remind that Japan tries to rewrite its history by camouflaging its horrible and repeated crimes and massacres against the Chinese people and the Korean people, also against the Cambodian people notably during the second world war indeed.

Nicolas Sarkozy crée une « Délégation nationale aux victimes ».

Montauban (Tarn-et-Garonne, France) - Le ministre de l'Intérieur, Nicolas Sarkozy, souligne que la défense des victimes doit devenir « l'une des principales priorités » du gouvernement et annonce la création au niveau national d'une « Délégation aux victimes »

Cette délégation, structure légère mais permanente, commune à la police et à la gendarmerie, sera chargée de piloter la politique d'aide aux victimes au sein du ministère de l'Intérieur qui a une véritable légitimité dans ce domaine », a-t-il précisé à Montauban, où il inaugurait les XXIè assises nationales de l'Inavem (Institut national d'aide aux victimes et de médiation).

« Il ne s'agit nullement pour moi de m'arroger des missions des autres ministères » a-t-il prudemment précisé. « Le sujet est bien trop important pour s'engager dans une polémique. C'est dans le cadre de cette légitimité que je veux bâtir une politique active d'aide aux victimes en parfaite cohérence avec le garde des Sceaux (ministre de la Justice) et avec mes collègues du gouvernement », a ajouté Nicolas Sarkozy.

Dans le journal « Le Monde » daté de jeudi, li ministre de la Justice, Pascal Clément, annonçait qu'il avait désigné deux membres de son cabinet « pour s'occuper des problèmes des victimes ». « Personne n'a le monopole des victimes », ajoutait-il.

« Les victimes, désormais, doivent avoir autant de droits que les coupables. Chacun a des droits, mais pas plus que l'autre. On ne va pas mettre des sursis indéfiniment à ceux qui encombrent les tribunaux correctionnels », a-t-il ajouté.

Evoquant le récent assassinat d'une jeune femme, Nelly Crémel, dans le Val-de-Marne, Nicolas Sarkozy a souligné qu'il ne « pouvait accepter qu'un prédateur soit remis en liberté conditionnelle pour pouvoir assassiner de nouveau, pour 20 euros. »

Deux hommes ont été mis en examen pour cet assassinat. L'un d'eux avait été condamné en 1990 à la prison à perpétuité pour meurtre mais avait bénéficié, il y a deux ans d'une mesure de libération conditionnelle.

Il ne faut plus laisser un bourreau potentiel sur le chemin d'une victime potentielle. Car nous sommes tous des victimes potentielles », a martelé le ministre.

« Et le meurtrier de cette mère d'une enfant de 12 ans était en liberté ! Liberté conditionnelle ! Quand une peine est prononcée, elle doit être exécutée. A quoi ça sert de condamner lourdement de tels prédateurs, si ces peines ne sont pas exécutées, si on laisse ces prédateurs sans foi ni loi en situation de frapper à nouveau ? », a-t-il demandé aux 500 personnes participant à ces assises.

« Je ferai des propositions dans ce sens d'ici le 14 juillet prochain », a-t-il confirmé.
